Collection contains chiefly a report of 1838 from Gaines, concerning national defense, emphasizing the importance of railroads, and criticizing reliance on defense works and fortifications. Included is a discussion of the systems he proposed in his CANALS AND TURNPIKE ROADS (1826), and the constitutional justification for his plan.
